Theodore H. Sandler

Practice Area
Mr. Sandler’s practice areas include environmental law associated with the acquisition and disposition of real property and environmental compliance; construction contract negotiation and construction dispute resolution; zoning, subdivision and governmental developmental compliance. Mr. Sandler’s practice areas have developed following his prior work experience as a city planner and civil engineer with Fulton County, Georgia and graduate work at Georgia Tech in the areas of transportation engineering and city planning. This educational background and work experience have helped him to develop unique expertise in areas of land development, construction and property development due diligence issues.

Education
Mr. Sandler graduated from the University of Maryland with a B. A. Degree in 1972 and matriculated at the Georgia Institute of Technology where he pursued a joint masters degree in city planning and civil engineering. He earned his J. D. with distinction from Georgia State University in 1986. While at Georgia State, he was elected to the Outer Barrister’s Guild National Scholastic Honorary Fraternity and the Georgia State University Law Review. He also won an American Jurisprudence Award in Civil Procedure.

Professional Biography

Professional Experience
Prior to practicing law Mr. Sandler was employed by Fulton County, Georgia from 1975 to 1986, first as the County’s Transportation Planner, where he was responsible for drafting the transportation element of the County’s first Comprehensive Land Use Plan and later as the County’s Road and Traffic Engineer, where he was responsible for the administration and operation of the County’s transportation infrastructure.

Mr. Sandler’s practices in the area of commercial real estate specializing in environmental law, construction law, zoning and permitting, and land acquisition and development. In addition, Mr. Sandler leads the firm’s Law Use and Environmental Law practice area. He primarily represents owners and developers. As part of his environmental representation, he has administered numerous investigations for properties situated throughout the country. Mr. Sandler was involved in developing the first Brownfields site in the State of New York and has negotiated liability protections for brownfields sites in the states of New Jersey, Connecticut, Virginia, Michigan, Pennsylvania and Illinois. He was invited to participate on a Brownfields Subcommittee for the Atlanta Chamber of Commerce. His environmental activities on behalf of firm clients includes employing consulting firms, recommending alternative courses of action, negotiating documents allocating remediation responsibility, and pursuing liabilities protections where available. In the area of construction law, Mr. Sandler has negotiated numerous construction contracts for neighborhood and regional retail facilities, office buildings and multi-family developments. Mr. Sandler’s governmental compliance activities have included rezoning's throughout the Southeast, general resolution of permitting issues, subdivision compliance and other related activities.

Publications & Presentations
In addition to his law practice, Mr. Sandler has lectured for such groups as The International Council of Shopping Centers, The National Business Institute and The Federal Deposit Insurance Corporation. He has written articles on environmental law for a number of trade magazines and has presented papers on issues including boundary law, basic real estate law and advanced real estate law.

Membership
Mr. Sandler enjoys membership in the State Bar of Georgia (Environmental Law, Real Property Law Sections), and The International Council of Shopping Centers, where he is the Southern Division Chair for Government Relations.
